Infrastructure, Utilities

Governments and businesses place much emphasis on the development and operation of infrastructures. Balancing the conflicting interests of the general public and infrastructure operators means an increasingly complex legal framework governing infrastructures.

For example in Vilnius, a major wastewater treatment plant construction was undertaken.  In involved coordinated efforts in the EU finance, public finance, tarification, construction tender, public quarantees and FIDIC sector. We are proud to have assisted the winning bidder in legal issues related to all these questions. In Tallinn, we assisted the City Government, when the public water company was sold at IPO. While The City wanted to keep its special rights, the markets were to be offered securities which offer good return on investment and therefore are also valued highly.

The gradual liberalization of the various infrastructures guarantees that infrastructures will continue to be a leading issue for governments and commercial players in the region. LEXTAL assists several major clients involved in regional infrastructure developments and we are open to new challenges, given our experience and relations in the field.

TOP 7 Estonian water utility companies are in LEXTAL’s client list (infrastructure finance, design, construction, operation, shareholders agreements with municipalities). The firm has been involved in a number of municipal heating projects, and has been advisor to Estonian Government in the re-nationalization of Estonian Railways that was completed in 2008.

On international scale, LEXTAL has undertaken several infrastructure development projects in the Balkan states.
